DRAFT Minutes of the meeting of CORSENSIDE PARISH COUNCIL 

on MONDAY the 2nd of September 2024, 7pm

at Corsenside Parish Hall, West Woodburn.

 

Present: Cllr C Hamilton (Chair) Cllr C Hawman (Vice Chair), D Anderson, A. Wilson, K Traill & D Mole.
Clerk: C Woodcock, Members of the public: Parish Hall Trustee, Frederica McComb.

 

1)                Apologies for Absence: Cllr S Smith.

2)                Code of Conduct (Declaration of Interest): No changes.

3)                Opportunities for members of the public to raise issues: None

4)                Minutes of Corsenside Parish Meeting held on Monday the 8th of July 2024: signed as a true and accurate record.

5)                Matters arising from the minutes: Cllr Hamilton and the clerk held an online meeting with NCC leader Glen Sanderson and had a productive conversation. It was reported that £800,000 extra money has been allocated to spend on roads, drains etc available for new equipment or hiring help. A follow up meeting is to be held on site with Andy Olive to confirm the main areas of concern such as drains which block.

7)                County Councillor’s Report: None

8)                Ongoing Actions List. 91: TWM have reinstalled the repaired speed signs at Ridsdale.

9)                Play Area & Village Green: i. Cllr Hamilton has read the published safety reports from Rospa, all equipment is in safe working order. Several advisories are noted. CW to seek professional cleaner for equipment. Cllr Hamilton to compile a list of parts to replace for council approval. Strimmer damage to the wood was mentioned, CW to ask Chris Mowatt if a guard could be used. ii. The clerk will hold a site meeting to discuss if the corner of the green is suitable for a wet nature area with NWT. iii. Continuing plans to get parishioner input on the village green plans during the show were clarified – CW to action.

10)               Volunteers and Community Spending: NCC have installed 2 new bins along the A68 at CPC request.  

11)               Wind Power Stations: i. Representatives from RWF are planning to attend the Parish Show where they can take questions and give advice. CW to prepare some questions.

12)               Parish Hall: i. A legal contract to enable solar panels to be installed on the PH roof was received from solicitors and reviewed by Cllr Hawman and Cllr Hamilton.  CPC are required signatories as the Custodian Trustee of the PH.  On review, further clarity was sought to show in the contract that CPC bare no liability, financial or otherwise, either now or in the future, for these works, The solicitors made the necessary changes and the contract was duly signed by Cllr Hawman and Cllr Hamilton on behalf of CPC. The solar panels have now been installed and are operational.  ii. A Macmillon coffee morning is to be held on 28/09 followed by a table top sale on 23/11. iii.  Funding may be sought for a childrens Christmas Party.  

13)               Emergency Plan: Several changes to the draft were agreed – CW to action.

14)               Safeguarding Policy: Final changes were discussed. CW to action.

15)               Local Transport Plan: Data from the West Woodburn speed signs show several vehicles passing through the village travelling above 100mph.  The three local priorities were decided to be a) buildout or gateway speed reducing features for the A68 West Woodburn b) A path from Ridsdale to West Woodburn c) Passing places from Armstrong Street to Hindhaugh

16)               Planning Matters       a) For decision – None

b) Decisions from NCC – None.  

17)               Other correspondence a) Believ EV chargers: it may be possible to install 2 chargers near the village green, investigations are continuing. Other locations, such as both pubs were suggested. b) NCC will host a town and parish conference in Oct CPC are invited. c)Funding is available via NCC to upgrade bus stops for reasons of accessibility or safety. This was not felt to be applicable. c) A Rights of Way Policy consultation is underway from NCC to be discussed fully in October.
