Minutes of the meeting of CORSENSIDE PARISH COUNCIL
on MONDAY the 10th of June 2024, 7pm
at Corsenside Parish Hall, West Woodburn.
Present: Cllr C Hamilton (Chair) Cllr C Hawman (Vice Chair), Cllr K Traill, Cllr D Anderson, Cllr S Smith.

Matters arising from the minutes: if councillors wish to redact their address details from the NCC website they must return a new form. CW to action.

County Councillor’s Report: none
Ongoing Actions List. 91: TWM have finally replaced the parts on the West Woodburn mini matrix speed signs which should mean they function fully and store enough power in their batteries. All to check these are working. CW to check the Bluetooth connection and seek driver data. The Ridsdale repair is awaited.
Play Area: i. Cllr Hamilton has cleaned the wall and swing and climbing tower. ii. The leads (splits) on the boards open seasonally according to the weather and are reopened now but appear to be well under what is classed as a safe distance apart. iii. The removal of the Tyre jumps will not be a quick process, two local companies felt unable to carry it out.. Tyres are difficult to dispose of and the safety covering on the ground adds further complications. They could be removed by a play company as part of a larger refit. In the meantime they will need cleaned, options discussed and clerk to action. It had been noted they were very slippery, CW to investigate further and cordon off as needed. iii. RWF has been applied to for the surface at the ground around the trim trail. iv. Northumberland Water have looked for a leak near the village green without finding anything, they have helped us set up an account on Linesearch to look up where pipes are in future. CW has made contact with several drainage companies to come and consult. Other possible solutions were discussed including planting of trees etc. Further information awaited.
Volunteers and Community Spending – An application has gone to GreenRigg to fund the two new bins needed along the A68. Cllr Hamilton is to take over the checking of the Ridsdale defibrillator.
Wind Power Stations – the following update was read aloud “A number of grants have been awarded including to an existing business development to run craft workshops in Elsdon, to Barrasford village hall to provide cladding, to Semibreve to allow a film to be made in Kirkwhelpington celebrating the lives of some famous local people and further funding towards B4RN to allow movement to the second stage of super fast broadband into Kirkwhelpington and Woodburn. Going forward funding of local schools will continue. A coming change is a new website which should be more streamlined and efficient. It is currently being reviewed.”
Parish Hall – i. The three new appointees have been confirmed at the AGM. ii. The final phase of cladding can now go ahead as funding has been secured. iii. CPC need to become involved in the legal arrangement for the Community Cooperative which will form part of the solar energy agreement. Cllr Hamilton to seek more information and act on behalf of CPC.
Emergency Plan – the clerk sought advice over the extent of what to include with many ideas and clarification provided. CW to action.
Safeguarding Policy: some changes to draft one were discussed. CW to action.
Planning Matters a) For decision – None
b) Decisions from NCC – High Nick Quarry, change of conditions. Granted.

Finances – a) Invoices for payment – i. Clerk Wages – £205.95 ii. EnrolPay - £7.20
b) Bank Balance: £14, 281.48 c) Multipay card, some further paperwork is needed.
Matters for discussion at the chairman’s discretion. i. A Ridsdale parishioner has requested a passing place be put in in the stretch after the houses at Armstrong Road but before the cattle grid. It was agreed the time to discuss this is during the Local Transport Plan priorities. ii. There is a a document available which shows the responsibilities of farmers re the highways, this can be shared as needed. iii. The cables appear to be crossing through the tops of the parish trees at Jubilee Triangle. CW to investigate and report as necessary.
